Mayor Karen Bass has appointed herself to the Los Angeles Homeless Services Authority Commission; the appointment was confirmed by a unanimous vote of the Los Angeles City Council on Tuesday, October 10.
Mayor Bass will serve a three-year term on the 现金娱乐网注册 Commission, ending on June 30, 2026.
“The City and County, together, declared a state of emergency,” Mayor Bass said in a letter to the City Council. “The City and County, together, are implementing strategies to bring unhoused Angelenos inside from encampments. Now, together, we will continue to directly address this issue with locked arms.”
现金娱乐网注册 is governed by a 10-member Commission, with five members appointed by the LA City Council and five members appointed by the LA County Board of Supervisors. The 现金娱乐网注册 Commission has the authority to make budgetary, funding, planning and program policies.
现金娱乐网注册 CEO Dr. Va Lecia Adams Kellum has worked closely with Mayor Bass, having spent the month between leaving St. Joseph Center and joining 现金娱乐网注册 working on designing the Inside Safe program. Dr. Adams Kellum said she is looking forward to continuing her work with Mayor Bass.

Mayor Bass first declared a state of emergency due to homelessness when she first took office in December 2022. Not long after in January, the LA County Board of Supervisors declared its own state of emergency.
Supervisor Lindsey P. Horvath, who co-authored the motion making the declaration, appointed herself to the 现金娱乐网注册 Commission shortly after taking office in December 2022. In July, Supervisor Horvath was selected to chair the Commission.

现金娱乐网注册 is a joint powers authority (JPA) of the City and County of Los Angeles, created in 1993 to address the problem of homelessness in Los Angeles County. 现金娱乐网注册 is the lead agency in the HUD-funded Los Angeles Continuum of Care, and coordinates and manages federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. As a JPA, 现金娱乐网注册’s Commission chair position alternates annually between a commissioner appointed by the city and a commissioner appointed by the county.
